Notice of Complete Application and Notice of Intention to Remove a Holding Symbol

Take Notice that the Town of Collingwood intends to pass an amending by-law to remove a Holding “H” zone symbol from Collingwood Zoning By-law No. 2010-040, as amended, under Sections 34 and 36 of the Planning Act, R.S.O 1990, c. P. 13, as amended. This application has also been deemed to be a complete submission within the meaning of Section 34(10.1) of the Planning Act, R.S.O 1990, c. P. 13, as amended.

The earliest date that Council may consider removing the Holding zone symbol is during the regular meeting of Council on Monday July 7, 2025, at 2:00 p.m. in Council Chambers, 97 Hurontario Street, Collingwood. Location: 135 Sandford Fleming Drive

The subject property is located on the east side of Sandford Fleming Drive, north of Ron Emo Road. The property has approximately 93 metres of frontage on Sandford Fleming Drive and is currently vacant.  

Legal description: Part Lot 41, Concession 7, Township of Nottawasaga; Parts 3 & 4, Registered Plan 51R31453, Town of Collingwood, County of Simcoe.

Area: 2.0 hectares

The property is also subject to an application for Site Plan Control (Town File No. PLSPMA2024241) for the development of a Georgian Triangle Humane Society (GTHS) Regional Centre for Pets and People, including the GTHS, animal hospital, and pet daycare. The property was previously subject to a Zoning By-law Amendment, approved on November 6, 2023 (By-law 2023-082).

The subject property is zoned Holding Twenty-Three Industrial Park Exception Six [H(23) M5-6].

The effect of the proposed Zoning By-law Amendment to remove the Holding Twenty-Three (H23) Zone symbol is to permit the development of a Humane Society, animal hospital, and pet daycare. In order for the Holding Twenty-Three (H23) Zone symbol to be removed from the subject lands, the Town shall be satisfied that the following matters have been addressed:

  1. Confirmation and commitment of water and wastewater servicing capacity and allocation; and
  2. The execution of a site plan agreement to address technical matters. 

Should the Holding Twenty-Three (H23) Zone symbol be removed, the zoning for the subject lands will be Industrial Park Exception Six (M5-6).
